1. Try on another TV with another cable;
2. If is not this, then something is wrong with the motherboard - (I have the same problem)
- disassembly the game and find the fuses - this is important, one by one check with multimeter, the fuses are mark with PS1,PS2 ... etc. with different motherboards maybe is different numbers, I have five.
PS5 was blown up, NEVER solder a directly wire, because You may explode :), on the fuse is number of amperes, because I don`t have a SMD fuse, I solder a car fuse for a test. Then power on the game and IT WORKS everything is Ok, I was very happy.
3. If is not a fuse, then maybe is a chip on the DVD board, on my game is a BA5815M, remove it and test. If it work - buy a new and solder it.
4. However maybe is need to re-flow the chips with hot air and infra-red thermometer but this is not recommended, but if not work the game maybe is for garbage then try this like last change - heat the two chips with hot air and try to keep 200 degrees on Celsius for a ten minutes, isolate the another part with aluminium foil, when work on motherboard.
